Controlled Exercise Administration

Training Scenario Manager

Build, sequence and inject controlled training scenarios into the live operator feed. ADMIN ONLY
🟡
No active training session
Inject a scenario below to begin. Operators will see alerts appear in their live feed.
Quick Scenario Presets
Select a preset to auto-fill the builder, or create from scratch below.
Scenario Builder
Configure and inject a training alert into the live operator feed.
Shown to the trainee as the scenario time. The actual injection time remains separate and is used for response timing.
Linked scenarios are now scored against the immutable rule snapshot. For radius rules, the scenario distance is evaluated automatically; use the condition selector when the rule's escalation or exception wording is part of the exercise.
Search for a street, landmark or postcode, or click the map to place the incident marker. Drag the marker to fine-tune the position.
Apply rule defaults copies the policy checklist into this exercise. After that, these scenario settings are the scoring authority: Required checks earn process credit, Neutral checks do not affect the score, and explicitly Unnecessary checks reduce process discipline if selected.
Follow-up actions are assessed separately from verification. Mark actions Required, Neutral, or Unnecessary for this exact exercise. Examples include continued monitoring, re-checking sources, updating the Duty Manager, reassessing traveller exposure, and issuing a situation update.
If set, the trainee must choose when the next review/update should occur. The planned interval is scored against this target.
Shown on the exercise against your policy radius. Setting a distance either side of a client's own rule — 150m where their threshold is 300m — is what makes a distance-based procedure trainable.
Choose the unit explicitly; CityIntel stores the value consistently for scoring and scenario summaries.
These facts can be included in the generated scenario summary. Context suggestions never become mandatory until the trainer accepts or edits the assessment states above.
Shown to the operator. Generate draft creates an editable factual summary from the builder fields only — it deliberately excludes the expected response, required checks and escalation guidance.
This is internal guidance — not shown to operators.

Pick a team member where one person holds the seat, or type a name for a shared desk. Either way the responder enters their own name when they answer, so a shared login still identifies who was on shift.
⚖️ Escalation thresholds
Configure a simple risk fallback or build an advanced organisation threshold matrix by event, exposure, action and operational conditions.

Phase 9F.4: the 10-subject curriculum now supports per-subject qualification gates. A subject can inherit the organisation standard or require its own pass score, evidence count, minimum difficulty and conditional exercise before the operator is marked Ready.
Simple risk rules
A lightweight policy for organisations that do not need an event-by-event matrix.
RiskPrimary actionSLA minsNotify / recipient
Fallback distance used by the current training workflow. Advanced rules can carry their own event-specific proximity.
📋 Scenario Sequence
Build a persistent evolving exercise. The Worker releases later stages even if Scenario Admin is closed. Phase 9G.2 preserves the saved-sequence template identity so assigned sequence work can reconcile automatically.
All stages share one persistent exercise identity and count as one readiness exercise per subject.
Assessment mode avoids coaching the trainee through later stages. Coached mode keeps immediate stage feedback.
Templates keep all stage fields, threshold links, assessments, timing and release settings for reuse.
No sequence built yet. Add steps above, then run the sequence.
Active / waiting sequence runs
Trainer controls for long-running exercises. Release times remain admin-only when hidden from trainees.

Add sequence step
Link an advanced threshold to make its saved snapshot the scoring authority for this step.
Manual coordinate override
Normally set the incident point with the main Scenario Builder map, then use “Copy current builder settings” for the stage. Open the override only when a stage needs a different precise point.
Each stage can override the threshold defaults. Required, Neutral and Unnecessary use the same scoring model as the main Scenario Builder.
Creates an editable factual draft from this stage's title, location, risk, source, distance and exposure context. It does not insert the expected answer.
Any response
Release the next stage immediately after this stage is submitted
Escalated
Advance after response; records whether the operator escalated
Cleared
Advance after response; records whether the operator cleared
Monitored
Advance after response; records whether the operator monitored
Timed delay after response
Release the next stage N minutes after this stage is submitted
Scheduled release
Release the next stage at a pre-programmed real-world date / time after this stage is complete
Add threshold rule
Optional. Use where this event has its own distance rule.
Actions expected after the initial decision. These become scenario defaults and can still be overridden for a specific training exercise.
0 inherits the organisation pass score.
0 inherits the organisation evidence count.
Requires at least one passing exercise at this level.
